ABOUT
Frans obtained a Ph.D degree in Public Management (2004) from the University of the Free State. Frans has been consulting in the private - and public sectors during his career as a management consultant; specialising in training, facilitation, strategic and project management.
Frans Minnaar has started his professional career in 1994, at the Free State Department of Health; working in managerial positions in a Financial Management capacity. He has been a management consultant, specialising in Municipal –and Public Management since 2003. Frans’s core specialities are Public –and Municipal Governance, Strategic –and Performance Management, Integrated Development Planning, Project Management and Monitoring and Evaluation.
