ANALYSES
I analyse South African political, economic, social and governance conditions, data and indicators. I produce:

1. Datasets (that is, data summaries and analyses on Excel spreadsheets) about political – and social polls and surveys, the results of elections, economic indicators and governance-related data. I analyse data on these documents; that is, I process raw data into value-adding formats, compare datasets, determine trends, and offer functionality for users to analyse data, using their own criteria.

2. Compile and maintain my own, tailor-made indexes (that is, subjective, quantified assessments and analyses) about risks in the governance – and enterprise environments.

3. Do scenario forecasting about policy outcomes (to identify risks, and analyze risk drivers, with a multi-year forecast perspective).

I use datasets to interpret, conclude, and analyze, deriving at trend analyses, the identification of governance - and enterprise risks, and futuristic scenarios.

These documents and files keep individuals, communities (and their representatives), analysts, managers and practitioners, informed about conditions and possible risks in the South African governance – and enterprise environments that may constitute risks or threats.
ACTIVISM
I write blog posts, which I publish on the site blog, and produce videos, which I post on my YouTube channel, in support of my Activist agenda. This agenda promotes:

1. Equality, without discriminating, rejecting BBBEE, employment equity and so-called "transformation."

2. Free markets, including socially conscience Capitalism.

3. Enterprise excellence, good governance, and effective service delivery.

The methods I use to promote my activist agenda are as follow:

1. Commentary in blog posts and videos.

2. Community support by making available advice and supplementary resources about government – and municipal systems and processes.

3. Engage in specific campaigns, which include participation in government policy-making through petitions, submissions, and enquiries to political representatives.

The Site Blog contains posts written and published by Frans Minnaar. Posts written to promote my activist agenda, which are mostly political and governance-related, as well as posts with “non-research” judgement opinions, are open to all site visitors.

Posts that contain the results of research, data processing and related analyses, are reserved for Premium subscribers. This include:

1. Datasets (that is, data summaries and analyses on Excel spreadsheets) about political – and social polls and surveys, the results of elections, economic indicators and governance-related data.

Videos
I produce videos that can, generally, be categorised into three types, namely (1) Commentary, which are mostly an expression of my opinions in pursued of the goals for, and values of, my activist agenda; (2) Analyses, which are videos, or video clips, resulting from the research I conduct during the preparation of my analyses and risk assessments; and (3) Management videos, which deals with management-related topics - mostly those I have specialised in during my career as a management consultant.

My videos include clips specifically designed for use for training, - facilitation or - workshop purposes. Such (these) videoclips are reserved for Premium Plus subscribers.

The videos I produce are mostly posted on my YouTube channel, although there are multiple of these videos (especially those dealing with Management) that are used in the Online Programs I am making available to subscribers.

Online Programs
I offer online programs to Premium subscribers, which deal predominantly with Management topics, although contents about personal skills and competencies are also posted, including career-related guidelines and personnel finances.

The programs I am offering contain guidelines on how to perform specific Management (and related) functions, such as, for instance, on how to do strategic planning; or it explain important business - and management related concepts and applications (e.g., about financial statements). Programs are a sequence of articles about a topic, and may also include supplementary resources (presentation slides, templates, spreadsheets and/or documents).

Premium subscribers have access to standard programs, which offers mostly articles and guidelines on how to perform specified functions. Premium Plus subscribers have access to standard programs, and advanced programs. Advanced programs include supplementary files to be used by trainers and practitioners. It also offer participants a formal confirmation of successful completion at the end of the program.

I obtain the sources for the contents included in programs from my own writings I have done during my career as a management consultant, and from sources (mostly websites) that allow the use of their contents in terms of relaxed or relinquished copyright terms - or in terms of purchased licenses. The same goes for the resources I am making available supplementary to programs.

I offer two a variety of events virtually on the Zoom platform. Site visitors can attend events by paying the indicated registration fees on the Events page (platform). Premium Plus subscribers get a 100% discounted on quoted prices, and participate in events as part of subscriber benefits. Please register for online events on the Events page (platform).

Bookings
Premium Plus subscribers can use the Bookings" app (page) to schedule online consultations with Frans Minnaar (which are conducted on the Zoom platform). Selective consultations may be purchased by site visitors (not members of the Premium Plus plan) by paying the feed quoted on the Bookings app.

I advise subscribers about the South African Government systems, structures and frameworks, about Municipal Governance and Administration, about selective management applications, and I discuss my research and online contents with guests.

File Share
The File Share page (platform) is used to drop (deposit) files reserved for subscribers (where they can then download it). There are two folders: One reserved for Premium Plus subscribers only, and one reserved for Premium subscribers (to which Premium Plus subscribers also have access, in terms of the benefits of the subscription plan).

I deposit a variety of files reserved for premium subscribers on the File Share page.

Groups
Subscribers can join online groups, to discuss shared interests with other subscribers, and access peer support. Members of the different groups can also share files on the platform.

There is one group that is reserved for Premium Plus subscribers. The reason for this reservation, is that discussions on it are dealing with contents reserved for Premium subscribers, such as Risk and Analyses online events. Frans also respond personally to requests in this regard on this specific group, and upload files and documents reserved for Premium Plus subscribers to the group.

FRANS MINNAAR

Qualifications and Academics

I obtained a Ph.D. degree in Public Administration and Management from the University of the Free State in 2004. From 1996 to 2026, I was sporadically employed as a part-time lecturer at the same University. I have written two books on Public Management, both of which were published by Van Schaik Publishers.

Professional Experience

I advised municipal councils and officials on legislation, with specific reference to the Municipal Structures, Systems and Finance Acts.

I have compiled and reviewed multiple Integrated Development Plans on behalf of municipalities, as well as drawing up strategic – or annual performance plans for other government institutions. I have also implemented performance management systems in municipalities, and undertaken various other consulting projects.

I have trained hundreds of working municipal and government officials in Public Administration and Management, and have worked with various government and municipal training and development agencies to develop course material and compile training programmes; including the South African National School of Government and the Namibian Institute of Public Administration and Management.
